You shouldn't have to go to a dealer to program a new key fob for an older Jag. It is an easy do-it-yourself procedure. But the fob must be of the correct frequency. The new universal fob should have some information on what vehicles (or frequencies) it can be used for. The 2003 XJ8 is likely a 433MHz system. You can confirm this and find the procedure in the XJ8 X308 forum section.
I'm not so sure a dealer would be willing to try to program an aftermarket universal fob for you. But they may be able to sell you an expensive original!
