1987 XJ6 Fuel tank change over problem

I have recently purchased a 1987 Series III XJ6. The care is in very good condition for its age. The previous owner did inform me of this one issue. It involves the dual fuel tank switching functionality.
He said ... When driving keep the right fuel tank selected until the tank appears to be low. Then Switch to the left side tank as usual... However the fuel from the left tank syphons or fills to the right tank. Immediately switch to the right tank to remain driving down the road as normal.
Where do expect the problem to be? In the left tank solenoid vale? or the change over valve?
