2004 XJ8 What should front brakes cost?

Internal repair order for used car department from service department as I was picking up the 2004 in sig is kind of a hint that the service department is getting ahead of used car although it could be the "by-the-book" time

2 hours of labor seems excessive given how simple the job is, even with the rotor swap. On our '04 XJR it took me about 15 minutes per side to swap pads. Swapping rotors would have added maybe another 10 minutes per side. Another 10 minutes to top up the brake fluid and bed the new pads and you'd be at 1 hour. Was this the first time the dealer's mechanic had ever done a brake job?
