2005 VDP - CEL On - cannot pull or erase codes

I had to travel for several weeks for work while my XJ8 sat through the cold and warm Texas weather.
Come back to start it, it was reluctant to start, but did so, then it spluttered, but was running, but threw a CEL.
I have my Actron 9125 basic ODB Scanner which has always done the job for me in the past first time to use it on this car it Starts a Scan, the stars scroll one and half times before freezing.
Go up to OReillys - they plug in their innova it pulls P03xx codes indicating a misfire. I know it could be Plugs/Coil Pack/Fuel Filter, but it has been running like a charm since and I want to clear/ see if it happens again.
I have read online of Actrons needing firmware updates, so I call Actron Support they say no firmware updates on my model - but agree to send me a new one. New One Comes Three days later plug it in Same thing happens as with the old one - scans then freezes.
So I was planning on getting a fancier OBD Scanner anyway all the Actron can do is give you codes so I get a Innova 3100 that is a little bit more Bells and Whistles on it. Plug it in, it says it is trying to establish a link and nothing else plug it into my other XJ and Mrs TXBrits Mercedes works like a charm
Checked the Fuse (F16 in the Cabin) even put in a new one no difference?
Any ideas? I am wondering if it maybe the Cars Battery it has been a little reluctant turning over and it is 3 years old so it probably needs changing anyway, but I am open to other suggestions.
I know the other thought is a faulty ODB Connector, but again bear in mind O'Reilly's were able to pull the codes.

As O'Reilly's were able to pull the codes, your DLC (OBD Connector) has to be OK.
Check the OBD2 Code Scanner thread in General Tech Help https://www.jaguarforums.com/forum/g...-%2A%2A-33347/ for issues related to the Scanners you've tried.
Increasing numbers of members are using Torque Android as a cheap and reliable scantool.
