Welcome to the forums Tasha,
I've moved your question from X260 forum for the current XF model to X350 forum for the 2003-2009 XJ models.
Assuming the photo is upside down (?), then the plastic section directly underneath the front bumper is the Valance Panel.
Behind that looking towards the centre of the vehicle is the Undertray.

Not an uncommon problem.
Both are subject to dangling due to careless prior removal/reinstall more often than outright fastener failure, but that, too.
Either/ both can be removed "for a while". Might want to avoid gravelled roads whilst off, as they do have a protective function.
You can sort new fasteners and repair - or outright replacement - without rocket science. Zip ties, even.
Good opportunity to clean and inspect things under them whilst off.
There are no "problems" with used Jaguars. Only certain "opportunities" less welcome than others!

M6 25mm long screw with captive whide washer succesfully replaces lost torx screws for underbody plastic panels.
for lost clip nuts:
ZIP ties cure for all ailments in new age. Except when you have to get up from under the car to reach for a wire cutter!

I came into the 'Telco" scene when we still had to do "linen lacing" of our cabling. Zip-ties considered a heresy.
Be happy we didn't onpass the waxed linen cord tricks to motorcars, lest they resemble stone-age man's garments!
