I did that yesterday .
first move the mirror case to front and back a couple of times. There is probably white dust falling out. Then get in the car ,open the window , switch the electric motor and listen if it is working.
To take the mirror out and the door panel check on youtube "to the garage- jaguar xj blu loudspeaker / or xk mirror removal.
the mirror case is fixed with 3 x10mm behind the plastic cover triangle inside. Easy way is to get that half inch plastic circlular cover a little below out with a good piece of tape under neath should be a 30 torx screw loosen then wiggle the inside plastic triangl cover and take it off
Loosen those 3 x 10mm , mirror case comes of very easy. The door panel has to come of because of the electric connector , there is a little red plastic on that one , lift that one up then push the grey plastic just below . I used a grip to take it out. The rubber seal can be removed and slides down to the end of the cable. Used ballistol to lube and clean that one .
Use a brush and maybe a thin screwdriver to get rid of most of the white powder but be carefull the aluminum base is getting very briddle after all those years
There is a lid where the light is try to remove that one and clean out inside the tiny motor is just above it. .
After cleaning, brushing tappi ng and some spraylube plug the door panel and the mirror and give it a try

The cover is held on with little tangs, and one squeezes the bottom of the cover to release, then it should pull off. This is my memory of doing it, but it may be the top of the cover instead, I just can't remember. My experience is of finding a load of crud, mostly from corrosion of the mazak castings. This is what stops it folding. On my XE they always fold when the car is locked and unfold on unlocking, so I suppose this keeps the things clear, as I have had no trouble so far. My previous X350s didn't have folding mirrors.
