Default Exterior boot crack & possible vibration

Hello all.

1) There's a crack in the plastic bit just under the rear licence plate. Here is a photo I was wondering if there's a DIY solution that doesn't involve replace that whole panel. It's plastic and despite being cracked, it is "solid". I can't really push the panel panel back together. My theory is that at some point in previous ownership, someone tried to lift the boot/trunk.

2) I've noticed (unless I have Jag Owner Hypochondria) that when going uphill at 50kmh (35 mph), I notice a vibration at around 1,600 RPM. It's a low, subtle, steady vibration under my feet (right hand drive configuration, as NZ drives on the left). When the the transmission drops a gear and RPMs go to 2,200-2,300 RPM, the car is smooth again. Any thoughts?
