I can't get the car to pass emissions. I have no other codes, my mech said we need to clear it as it is the only thing we have left. brand new O2 sensors read correct and Evap system are the 2 systems that have not reset. we can't figure out why so the P1582 is the only thing left. he does't have a specialized scanner.

p1582 will not go away it is designed to be there. it’s to tell the user of the factory scan tool to watch the data before the car stalled.
just keep driving the car. when you see a p1111 you can go for emissions. if the readiness monitors never set and don’t throw any codes you’re out of luck

I don't think the MIL is illuminated when the EDR (Engine Data Recorder) P1582 is the only DTC in the ECM.
It is NOT A FAULT, just an indicator that DATA is stored due to 'an event'.
The ONLY way I know to clear the logged P1582 is with dealer lever diagnostics.
Go to SETUP AND CONFIGURATION tab (car with wrench) and drill down until you see EDR and hit the 'tick'.
There will be EDR A and B as well as something like 'start reliability'.
There will be the last 2 seconds before 'the-event' and 2 frames AFTER as a recording. (you can see all the recorded
frames)
Upon EXIT (DONE-GO BACK) the screen will display DO YOU WISH TO ERASE EDR?
Just answer YES and the EDR will be cleared and the P1582 will disappear from the ECM.

Chances you have an emission check, or two, that has not yet cleared.
Get the car scanned at a parts place, to see what has yet to be cleared.
Or if enough has of them have, to pass.
Comprehensive components has not cleared in over 8,500 miles on my 04.
Still passes E check with this one, not cleared, & no light's on.

Can you post what codes you have? As was posted above the flight recorder code is not an error code at all and does NOT set a MIL light on the dash. Just a notification that data is stored. What prevents you from passing inspection are the Emission monitors. This is indicated by error code P1000 and P1111. This is what Wingrider is talking about.
P1000 means they have not all reset yet. You reset the monitors by driving the car around. Now this can be quite a task sometimes and there is a specific way to drive the car if you want them to reset quickly. I personally have seen it take several weeks of normal driving to reset them.
P1111 means they have all been set and the car is ready for inspection.
Your mechanic is WAY out of his league and giving you very bad advice. I would get someone else and at a minimum he needs a scanner to get codes. Not sure how anyone these days can work on any car without a scanner??
If you can do anything it would be worth your time to go to any parts store and have them run the codes for free and post them back here as Wingrider suggested above. Note that ANY time the codes are cleared you are back to P1000 and you will need to drive the car until it gives the all clear sign which is P1111.
So any normally operating car will have P1111 listed when the codes are read.

OK my mechanic has a scanner he has about 4 or 5 and they are advanced way more than mine. I do have a P1000 on his scanner but that is all. there are no other codes and the MIL light is off. I have put 300 plus miles on since replacing the O2 sensors and they pass the range check on his scanners but they are showing not ready. also the CCM is showing not ready. He said the only code he can pull up is the P1582 and his scanners will not reset it. He told me it was a flight recorder data stored code and it had something to do with the inertia switch. which so far everything I have found says that is factual. What we don't know but I think I am now understanding, from other various posts, is what the P1582 affects. He wanted to get that code cleared to ensure there are no codes at all. When he looked that code up it told him what type of scanner was needed to clear it. he does not have that type of scanner. I don't think he is "way out of his league" but I believe it was over his head slightly. his advice was to go to the dealer and get the code cleared. I decided to ask about it here, where I ask all my questions. I LIKE my car but I want it to pass emissions so I can drive it.

bob was a dealer tech when these cars were new listen to him. P1582 means the engine stalled at some point and it wants the operator of the factory scan tool to watch the “flight recorder”.

Yes Wingrider is right again. Most area's allow at least one monitor to NOT be set when passing inspection. But that does vary depending upon location.
Also our cars DO NOT have an inertia switch! So again I question your mechanics knowledge??
Can you please post what his scanner is showing since he does have one. There are number of monitors and it will help us to help you IF we can find out which ones are still not set. There are driving techniques that can be done to help the monitors complete. But what your seeing is very common. As I posted above it can take weeks of driving and they are still not set. It just depends.
It helps if you understand the function of the monitors we are talking about too. The system watches how the car operates over time and different driving conditions. Such as coasting, accelerating, idling. It then measures the emissions over that time to see if things are operating correctly. If so then that monitor is set to completed status. It assumes everything stays the same UNTIL you clear the codes. Now the system is like a new born baby and needs to relearn the basics all over again.
What that means is once you get the monitors set they will stay that way.

Here is a Jaguar document to help with setting one of the monitors. Note there are a number of conditions that must be met first before the system will even attempt to set the monitor. Things like altitude, fuel level, engine temperature, intake air temperature, engine running time a minimum and maximum time period. So it can be very complex to have all these things happen.
