Front bumper valence

Front bumper valence
Hello,
There is a black plastic "lip" that slants down from behind the lower part of the front bumper, below the lower grill that spans the length of the bumper.
Is this the Valence Panel?
The previous owner evidently liked to use it to scrape the curb when parking head-in and its a bit rough looking.
You can only see it if your down low to the ground but I would like to replace it myself to make it look proper.
I was on Merriam Jaguars site and they have a diagram but it doesn't show the under side of the part so I'm not sure its the right piece.
Any one have any information?

I checked on Merriam Jag parts and the part number does come up as Deflector but they also say they can't verify that it will fit my car. (You have to put your cars specs in before you can search for parts)
I've emailed them to verify.

I suggest taking some sandpaper on a block and smoothing it out. If you start at 100 and progressively go down to 1500, it will get nice and shiny again. Its a part of the lower valance panel cover. You can paint it if you want it perfect. If you get a new cover, it will be on there, but it will just get scraped again.
