Gas tank filler neck

Good morning. I've just purchased a 07 XJ8 base sedan. I am having trouble with adding fuel to the tank. As soon as I put in the nozzle to fill the tank, it acts like the tank is full and shuts off. The only way I can fill the tank is holding the nozzle not even half open. It takes me quite a while to completly fill up the car. It seems like the filler neck is blocked with something. A fellow Jag owner said it might a clogged vent line. Any suggestions?
Thank you.

This is going to be an issue with the evaporative emissions system. The 2006 onward vehicles were changed to use a purge valve and a DMTL unit that's on the canister. The DMTL (diagnostic monitoring of tank leakage) pump/valve module is responsible for venting the tank to atmosphere when running or refueling and testing the system for leaks. Unfortunately the pump and canister assembly are on the top of the fuel tank.

Diagnosis can be done via Jaguar software to confirm the issue. I haven't done the test personally, but I assume it has standard evap purge/seal/vent capabilities to verify the vent is stuck shut. Actually surprised you haven't seen an evap code in the PCM already if the vent is the issue.
