Rich, I haven't converted the fogs over to HID on an XJ, but I did do it on my X-type. So, the steps should be fairly similiar. It isn't hard. I did a write up in the X-type forum and the steps should be very similiar in your case.
As for the brightest high beam bulbs available, what I would tell you to do is to find some 50W HID bulbs in the 4300K/5000K temp range. Those will output about 3-4 times the light output of your current high beams (standard halogen bulb). The one bit of caution I will say though is that you will need to do a little bit of wiring upgrading since the 50W HID bulbs are going to pull about 60 amps on start up and will overload your factory wiring. So, you will need to use your factory wiring to activate a relay and then a new power wire over to the relays for the HIDs. The wiring isn't that hard (if in doubt, write me, I will give you a step by step), but the brights you will have then will be nothing short of amazing.
Of note, when installing the HIDs in your fogs, only install 35W HIDs. These are the "standard" power HIDs for automobiles. Not the 50W HIDs. HID bulbs are much more efficient in converting electricity to light. Therefore, you don't need as high wattage bulb. There is a slight power issue upon initial energization as the HID bulbs need a "surge" to get the initial spark going. Hence the need for the upgraded wiring if you upgrade your highbeams to HIDs.
