I found these instructions online and they work on my '07 XJ8 VDP. Sometimes I don't hear the first horn beep after flashing the headlights 4x, but it still programs the fob.
open the driver side door
pulling highbeam lever and holding
put the key and move to i position
and release the highbeam lever
and quick flash highbeam 4 times
and you can hear horn once
after sound press lock button each key fob which you want to setting
(also you have to press lock button which in key box)
and remove the main key from key box
you can hear the horn twice.
Finish self setting your jag key fob.

In case that is not super clear (I wasn't sure what wmlaven meant by: "(also you have to press lock button which in key box) but I think it means in the ignition. Look at second paragraph to program memory seats/mirrors/steering column and pedals to different fobs - 1 fob is memory 1, one is memory 2 etc. This is great if you have 2 drivers with different settings. When they unlock the car with the assigned fob everything sets up.
I found these and saved them years ago:
Ignition key in off position.
Pull headlamp flasher stalk towards you and hold.
Turn key to position 1.
Release flasher and quickly flash 4 or five more times - you'll hear the security module in the boot chirp once, it's not very loud so leave your radio off.
Unit is now in programming mode, any currently associated remotes are now deleted.
Press unlock or lock on the remote, you'll hear one beep again, if you have another remote press lock or unlock on it as well, again a beep, this needs to be repeated for 5 remotes, if you only have the one remote press it's button five times, if you have two remotes do one once and the second 4 times, you get the idea? After the five programming cycles you'll hear a double chirp to confirm programming is complete.
Remove key and test your remotes.

- Adjust the seat, steering column, pedals and exterior rear view mirrors to the desired positions
- Insert the key into the ignition and leave it in the off position
- Push the M memory button on the door panel and the red light will illuminate for 5 seconds
- While the light is on select either the 1, 2 or 3 memory option to memorize the settings, a chime will sound to indicate the settings have been saved.
- (optional) If you want to also assign the key fob you are using to this configuration you will need to press any button on the remote during the 5 second period. A double horn chirp will let you know if you are successful.

Jaguar issued a TSB for us in 10/95 as an alternate method. (TSB 18-06)
I have uploaded this and many more to this forum and Gus will have this on his site!!!
Basic summary:
Open the driver's door and the boot lid.
Turn ign switch to ON (Key On Engine Off) Do not start engine.
Rock VALET switch 5 times (or until the security sounder beeps and headlamps flash).
Press the arm/lock button on the remote, rock the VALET switch again to configure another keyfob transmitter and again for a third.
Turn key OFF or let the system 'time-out' (security sounder 'beep')
