I think you'll find that it is the lighting switch on the steering binnacle. This is very complex inside and has very small components so plenty of scope for disaster ! I had a lighting flickering problem and a new switch cured it. That was nearly 3 years ago.
The switches are used in current cars, and cost about £130. One symptom I had during the day was the satnav screen would occasionally go into "Night" mode. I suspect the switch was actually turning the headlights on momentarily as I drove along. As here in England a headlight flash means "after you, Sir" I could have got into trouble !!

The fog lights are fixed and only adjust with a screw driver! They light up if the low beams are switched on and the fog light switch is on.

The tests I did in the garage (right turn signal, low beams, running lights, fogs, etc.) and the fact we thought the turn signal switch was the culprit was spot on.
All web sites I went to for STANDARD MOTOR PRODUCTS CBS1336 were out of stock. Cost for the switch ran $120-220US. They appear to be in stock as of today.
The Jaguar part {#XR854841} Intermotor, was found to be $250-315US on-line.
However, I found a reclaimed original switch from a parts salvager for $70US and a (6) month warranty. It not only works perfectly but it looks nearly new.
Lastly, if anyone is concerned about using reclaimed parts, I offer this: I have used salvaged parts for every car I have had in the past 30 years and have NEVER had a problem. Radios, CD players, DVD players, car window motors and regulators, rear hatch motors and more, headlight modules, etc.
So, thanks for all your help on this matter. I got the TPS adjusted and the XJ8 runs very nicely. Just need the engine light to reset, which I hope will extinguish in about 100 miles or so. If not the OBDII should reset the P code.

I almost asked this question in my previous post but didn't want to sound like a jerk, but it really is relevant: Have you confirmed that the actual headlamps and fog lamps are flickering, extinguishing or coming on unexpectedly, or is it only the indicator lamps on the Instrument Cluster that are misbehaving?
No offense intended - I've just learned the hard way what happens when we assume....
