My volume presets can't be changed

2008 XJR. When in the volume presets sub-menu of the nav system the up and down buttons are not highlighted and do not do anything when pressed.

Is this a problem? Characteristic?

Is the manual incorrect in saying things can be adjusted here?

There appears to be an undocumented feature. The radio must be on to enable this screen.
