P2099,0051,0151

P2099,0051,0151
MIL light came on and I'm getting a P0051, P0151 and P2099.
P0051 = heater control circuit low bank 2 sensor 1
P0151 = sensor circuit low bank 2 sensor 1
P2099 = bank 2 running rich
From my reading, when the upstream O2 sensor malfunctions it defaults to rich which I guess would set off the P2099 and the P0051 and P0151 is telling me the bank 2 sensor 1 has failed.
My question is, is my logic good and is this the drivers side front sensor?
Where will I find it?
