Welcome to the Jaguar Forums! It's great to have you with us.
A number of issues can cause the engine rpm to be unstable. My first suggestion would be to have the car scanned for any stored diagnostic trouble codes or "fault codes." The computers may have stored codes that will help diagnose the cause of your variation in rpm.
If any codes are stored, please post them here exactly as they appear with the letter and four numbers (for example, P0171, P0743) and we will try to help.

Does this "hunting" up/down disappear after the car has done a few miles (like 4-5) ?
If it does, it is the same as I had over my ownership of my first X350, and I drove the car from 30k to 115k and the syndrome was there when I part-exed it for an X358 that doesn't have it. I was told it was a "clever wheeze" by some engineer to cycle the torque converter lock-up clutch to create a bit of friction to warm up the transmission fluid quicker. I just used to put the transmission in 5 or even 4 for a bit.
