Purpose of elastic straps in right wall of boot '08 XJ8 VDP?

Normally I use them to hold a tool kit and a can of brake cleaner. I have used them to hold wine once in a while. I stash a socket set and some armor all cans in the spare tire well.

I had wondered about these elastic straps too, and a place for the handbook makes sense as does a fire extinguisher, but I like the wine idea too; We do keep a corkscrew in the goove compartment and a fire extinguisher in the boot but not in the strap as I thought it might stretch it out too much for when I found out what it was really for. Isn't there an emergency reflector with the jack beside the spare tire? or is it just a wheel chock? Anyway, lots of good ideas. Thanks

One holds my walker. The other strap is for the quad cane.

The fire extinguisher goes under the passenger seat
A bracket mounts to the front lip of of the seat

It was a factory option that is no longer available
I used the factory kit to replicate the bracket.

I can post a pic if needed

I use mine to hold two important fluids, extra quart of oil and the other a bottle of scotch.

The purpose of the straps is to hold the First Aid Kit accessory.
