My car went into Restricted Performance last week on a raining day while traveling about 75MPH. The dash lit up like a X-Mas Tree will all kinds of warnings. The instrument cluster went dead along with the audio and climate control system.
Soon after this happened I entered a construction zone so I had to maintain 55MPH for about ten miles. I could tell the transmission had down shifted but did not know to what gear. After the construction zone I limped it home another 5 miles.
Next day car ran fine but has a check engine light on. Will check codes later tonight and post what I have.

Two likely reasons for this are
1. Battery, run though the battery checks in the JTIS
You can have a battery the will start the car easily but is still too low and gives very weird results with all the modules
2. You have an intermittent pin in the harness
There is a TSB for this

Issue:
Some 2004 XJ range vehicles, within the above VIN range, may exhibit multiple warnings on the instrument cluster due to poor male/female electrical pin connections.
The following symptoms will result:
• All the warning lights are illuminated on the instrument cluster.
• Tachometer, speedometer and coolant temperature gauges all drop to zero.
• Transmission goes into limp home mode.
• Power steering defaults to the heavy setting.
• Air suspension goes to hard setting.
• All of the warning messages scroll through on the instrument cluster message center.

I'd test the battery volts anyway, just because its new does not mean it's ok.
Id run though the TSB anyway because it also explains your symptoms
I had this fault as well some time ago and my car is not in the vin range either.
Mine was sorted by replacing a bad pin on the ABS plug
