Service Bulletin JTB00066 for 2004 XJ8 (X350)?

Service Bulletin JTB00066 for 2004 XJ8 (X350)?
My 2004 XJ8 is having "Ticking/Bubbling Noise from behind fascia/instrument panel" issue which is service bulletin JTB00066 but it's only for S-type.
But symptoms are exactly same and I just took it to the dealer today and they quoted me $4,000.00 (new heat-core + labor), which is insane...
is there work around for this? or service bulletin for X350?
I pointed out the JTB00066 and dealer told me it's only for S-type not for XJ8.

I don't know but I did find this on the S types:

couple years old, but I see there is a guy there who repairs the modules...sounds like he has a lot of knowledge of them, could be worth an email at least.
*$4k sounds high, they quote 8 hours in the tsb if it's the same issue. parts $$$?
