You've asked your question on a thread that has had no activity since 2009, so under the assumption that your Jag is an X350, I've moved your post to your own new thread in the X350 forum.
I recently replaced the fuel filter on an '06 XJ8L, and I believe the fittings on the fuel lines take a 16mm flare nut wrench, but I could be wrong. If you shop around you can get an entire set of metric flare nut wrenches for about $20:

As far as the nuts on the filter go, I think they were 19mm or 21mm, but you don't need a flare nut wrench for those and you'll be able to measure your new filter for the correct size.
It is helpful if you add your Jaguar's year, model, engine size and mileage to your signature line so others don't have to ask. That information is required to accurately answer many questions.
