Yes they are 20's. Staggered as well, so the rear tire is a 275, but I don't think he has the offset set up like I do on mine. His car looks great in person. Something about that waxed black paint always draws a crowd.

Red face

Since this is mostly about mag wheels...
I reckon polished metal over black paint is the bees knees. (mainly polished vs silver)

I deny that owning both of these "other cars" has anything to do with it.

I've been raving about this style in several threads mainly due to their inherent lightness but I'm pleased to see that they really suit the Jag, especially in this clearcoated brushed finish.
I have decided, when I get my Jag these are what I'll be fitting.

Different colour, different view, this has the same modifications as in the original post, the owner had already fitted the X358 grill, I just erased the orange, added chrome window trim and x358 mirror mounted side repeaters. (oh and I pulled out the rear Sepang wheel to fill the arch better.)
I do like that blue colour.

This is a possibility for US cars with their pesky side marker light requirements. You might have to check the legality of this solution though.
If you go to a car wrapping specialist, they should be able to design and cut out a "window" for the side marker lights in some chrome wrap. You could apply some black lens tint before the wrap. Professional grade chrome paint is a similar solution, the central area would be masked with similar designed and machine cut window shapes.

These are forged wheels from a British brand, the style isn't particularly unique but the spokes look a bit chunkier than most similar designs.

They look more impressive when viewed at an angle.

After

Before
I wanted Sepang's, but after consulting with a wheel repair shop, i opted for a similar look. The multi spoke wheels are by Assanti. 19" vs 20", so i could repurpose my tires. Also, they are 3lbs lighter per wheel vs stock. The stock wheels are near flawless, so I'd rather keep them under lock n key, as my girlfriend drives my car on occasion and stock Jag wheels are stupid expensive.

Multi-spoke wheels really suit the Jag and those you fitted look very elegant.

Your comment reminded me of a meme I saw yesterday on social media.
