XJ 8 Fuel Flap Flap

XJ 8 Fuel Flap Flap
Hello forum fans.
I have a beautiful 1998 XJ 8 my wife and I love. Recently the driver side door wouldn't unlock and open from the inside. My wife had to roll down the window and access the outside handle. We brought it in to the dealer who had to order a mechanical part and kept it for two weeks until the part came in.
The dealer installed the part cable/latch and the door opened and closed from the inside. Good. Two weeks and a couple days later she was at the bank drive through and noticed the driver's window wouldn't go down (In December in Utah this is the only time you would roll down a window). She brought it back to the dealer pointing out the driver window worked fine when she brought it in to be fixed. The dealer said two weeks had passed and refused to look at the problem without us paying. We did, they took apart the door charged us a couple hundred and said the window needed a new motor and would cost another $600 to fix. My wife said she's think about it but on the way home discovered the window now worked! In other words it was reassembled incorrectly the first time.
Now when she went to fill up with gas the gas flap wouldn't open. I had to drive out, open the trunk and open the flap manually. The mechanism works, it will lock when the doors lock. It just will not unlock when the doors unlock. It worked fine before the dealer worked on the door and of course the security of the flap is tied in with locking/unlocking the doors and the windows.
The dealer seems incompetent or at least unwilling to make sure the original job was done correctly. The gas flap locking mechanism works fine locking... it just won't unlock. Any suggestions?
