It will read the Powertrain codes...which should be the pertinent ones for your engine. But chassis codes, ABS and the like...you'll need much more expensive machine for that. I bought an Autel OBDII from Amazon for <$25 and it reads/clears the P codes (I get a recurring P0411 (Secondary air sys) every couple of weeks. A couple of weeks ago I bought the ELM327 bluetooth one hoping to read some real-time data. I'm using it with an Android phone and "Torque" app. It claims 3 different codes instead of what the Autel sees as a P0411. Trouble is, a few months ago..the Autel was in agreement with the Jag WDS...so I think it is the right one. I beleive that is a function of the free app "Torque" rather than the ELM scanner itself, though.
You've checked for fuel at the rail? Then you only need spark....I know several people have reported failed coils but seems like they usually back-feed through the elec. system and other strange stuff as they fail rather than all go at once and result in a no-start.

Have done a OBD scan on the engine and come back all clear. The fuel pump works when you crank over the engine but still no fuel at engine. The thing get me is what are the beep from the car when i turn the ignition on and the "ER" which is display in heater display.I just don't know what to do next

I suspect the ER in the climate control is a separate issue. A known defect in these cars is the rubber pump discharge hose blowing off the hose barb inside the gas tank . If II understand your post, you have confirmed no fuel at the engine, right? If so, my bet is on the internal hose being off. Archives give a good step by step for fuel pump R/R either here or the XJ8 forum. X-300 and X-308 tank R/R is the same.
In brief, Remove fuel with siphon. Remove push on fuel lines from tank, under the car. (I find it easier to lower rear end assembley for access and then I still use a pipe split lengthwise to push fuel fitting tool into fittings for removal). Folks with smaller hands say they don't need this step! disconnect filler. disconnect harnesses, including taillights, I believe. Unbolt tank and remove. Go in through top. Some folks have cut the rear "tray metal for top tank access, I believe, but this extreme in that R/R the conventional way is no THAT bad!.
