1997 XJ6L Horn blows fuses

I reckon your horn wiring is shorting to earth somewhere....
To make sure, you could rig a jumper wire with a 10a inline fuse and apply to each horn in-turn (there should be 2?) and confirm they make toots without blowing the fuse. If so, you've got the painstaking process of tracing the circuit and spotting, then mending the damaged wiring. Perhaps others will weigh-in with knowledge of the likely chafing points. I don't recall it being a common issue. If I were to wager on it, I'd lay money on the slip ring area of the steering column.
I suppose if you insist you could check each horn with a multi-meter, but I've no notion of the resistance values you should be seeing on them.

Hi, It cannot be the steering wheel as that gives an earth to the BPM to switch the relay.
Therefore it has to be from the fuse to the horns themselves. It seems odd that both would blow or perhaps one had blown and you had not noticed it and the second has now just gone.
Carry out a test on each horn as already mentioned and see what happens.

I replaced both fuses and then it blew again. There are also other amenities with electrical issues as well. I may need to opt a new thread for those. Any suggestions for how I could diagnose all of them or maybe I could take it somewhere? I'd like a complete picture of what is failing on each thing. I might just have to list them all separately on the forums.

As the fuses are still blowing you need to disconnect the horns, replace the fuses and try again. If the fuses do not blow then yo have a problem with the horns. If the fuses blow then there is a fault in the wiring to the fuses.
