When you first put the key over to the on position before the start position the # 1 fuel pump relay will click on for 4 seconds and then click back off . This primes the fuel rail . Th.e pump will turn back on after the ECU sees engine rotation by the Crankshaft position sensor . Safety design .
You can place your finger on the relay to ensure your on the correct relay and listen for the pump .
Have you verified you have ignition with starter fkuid ?
Does the Tach respond during engine rotation ?
When you replaced the water pump did you disconnect the Crankshaft position sensor on the front of the engine ?
In the heat of battle if the battery gets below 11.4 volts there is not enough to run the ECU for ignition .but the starter will rotate just fine .
