Closed loop lambda control

Hi.
What are the conditions that S/C AJ16 engine goes to closed loop control ?
Mine isn't going to closed loop and lambda voltage on both banks is about 1.25 volts dropping down when throttle is opened but going back to over 1v.
My engine is running rich 13-13.5 AFR, when measured with wide band lambda
Engine has reached temperature above 89 degrees celsius.
Should there be evident lambda fluctuation going between 0V-1V ?
Also there are no codes.

I have exactly the same symptoms with my '96 4.0 N/A XJS.

Suggest starting a new thread , there is more experience with the AJ16 engine in this X300 section
On your XJS there should be one fuse for all O2 sensors heating elements as the sensors have to be at their temp to operate , physics
The O2 sensors when operating should read in the range of 3.5 volts as these sensors are the different titania based sensors
The Lambia target value as the ECU calculates it ( not to be derive from O2 sensor meter direct readings ) is the same 1.0
