Had a similar problem with the check engine light on my 97 xk8 immediately after a state inspection. Called the dealer, they told me to bring it in, on the way I stopped for gas and when they reseated the gas cap the light went out. So that is the 1st thing to try.
I regret I do not have info on your other questions.

If Im not mistaken, Jags have static gauges. The gauge wont go past the mid-line unless its about to blow up (slight exaggeration). One of the guys should be here to clear this up for you soon though. And keep posted on the gas cap thing too. Id be interested to know if that was the problem.

You have to read the diagnostic trouble codes. Places like Advance Auto and Autozone will do this for free and provide you a printout of the DTC and some cryptic explanation. Report back what you learn from this.
The faster you go, the lower the temp.... That sounds like your thermostat may be stuck open. If so, the engine may not be warming up sufficiently (or quickly enough). The engine controller might be flagging this as a problem. Having the codes read may provide the answer to both issues you describe.
I can't help with the dipstick.
