I still laugh when I see my radio tell me to clean my "aerial" every few months!
Just noticed your license plates too! Funny.

Looks like I now have at least something to hone in on! I'll keep an eye out on CA eBay and I just posted a WTB here for a used one.

I use the fog light as DRL when misty etc.. The benefit is that with the parking lights on, allow the fog lights on as well as rear marker lights illuminated. Normally with factory DRL the tail lights are not on, and in misty or light fog conditions no rear indication is present for following traffic. In my 95 X300 the rear fog lights only come on if low beams are on.

Well, I picked up a used Canadian BPM (thanks Jagboi64!!) and will soon test if this enables DRLs on my USA-spec 1997 XJR.
Quick question for those in the know however: What functions does the BPM control? Can we put together a list?
I'd like to know so I can fully test the car after installing the Canadian BPM to verify that the functions controlled by the BPM are operating normally.

Jagboi64 is right. It's a long list!
As far as I can tell from a quick survey of the X300 Electrical Guide:
BPM Functions:
Engine Cranking Control
Gearshift Interlock Control
Exterior Lighting Control (including DRLs where specified)
Interior Lighting Control
Seat Belt Warning Control
Audible Warning Control
Seat Heater Timing Control
Locking / Security Inputs & Outputs
Windshield & Headlamp Washer Control
Windshield Wiper Control
Components with which the BPM interfaces directly:
Ignition Switch
Transmission Rotary Switch and Linear Gear Position Switches (for Park/Neutral signals)
Transmission Decoder Module
Starter Relay (via Rotary Switch)
Security and Locking Control Module
Engine Control Module
Brake Switch, Not-in-Park Microswitch, Gearshift Interlock Relay & Solenoid (for Gearshift Interlock Control)
Keylock Solenoid Relay & Solenoid
Lamp Control Module
Lighting Switches
Center Console Switchpack
Exterior Lamps
Interior Lamps (including Puddle Lamps)
Door Switch Packs and Door Switches
Trunk Lamps and Switch
Seat Belt Switches
Instrument Cluster (Seat Belt Warning Lamp)
Column Switchgear Speaker (Audible Warnings)
Driver Seat Control Module
Driver Seat Heater Relay
Passenger Seat Control Module
Passenger Seat Heater Relay
Wash/Wipe Switches
Windshield & Headlamp Washer Pump Relays
Washer Fluid Level Switch
Windshield Wiper On/Off Relay
Windshield Wiper Motor
Sliding Roof Control Module
Serial Data Communication Link network

So it is just like one has their headlights turned on. The difference is that the interior lighting (gauges, controls) is not lit when the DRL function is enabled. The interior lighting only comes on when one actually turns on the headlights.
It is true that this is a little unusual as other manufacturers often just have some front facing lighting, such as a white driving/city/parking as a DRL and no other lighting, but that's how Jaguar seems to do it consistently in this era as I've seen it reported that other contemporary Jaguar models behaved the same.
So I installed my Canadian BPM last night, and so far all is well. The DRLs are working, and nothing else seems affected at this time. But I'll keep an eye out for any changes in other functions.
I did post a question about the difference between the BPM versions AA, BA and BB in the following thread though:

Correct, just plugged in the Canadian LNA2500BB017 BPM and viola, DRLs enabled

This may not work in the same way for every market with different BPM programming, but we thought/hope that the Canadian version is identical to the USA (LNA2500BB007) other than the DRL function being enabled.
From your reply above, the X308 must have automatic (darkness sensing, timed turn off) headlights, but the X300 (at least in North America) does not.
As an aside, and on that note... I think it is pretty odd however that in 1995-1197 the XJ didn't have automatic headlights as so many of its peers, even down market models, had automatic headlights for decades. It seems so odd to leave the XJ headlights on and have it just gently "ding" at you to warn that you are leaving the lights on, versus turning them off after a few minutes. So 1970s
