As said, the timer at Ign ON is quite normal.
The dead pump whilst cranking is NOT.
The ECU receives a pulse from CAS (Crank Angle Sensor), and the cam Angle Sensor, this pulse keeps things running, such as fuel pump, engine, spark, etc.
The CAS is a common failure item at "about" 100k milles, no idea why, they just do. The connector for it on the front edge of the timing cover also gets "gunged" up, and causes signal issues.
The Cam Angle Sensor is not a real known failure item, but some have gone AWOL.
Also as asked, does the tacho give a small 200RPM reading as it is cranked. This is a fairly accurate indication the CAS is on the fritz if the answer is NO.
Many, many thread lately about moisture, and water in some cases, ingressing the ECU multi-pin plug/s and reeking absolute havoc.
