The bulb out light is some current sensors in the external light module
under the car in the 4 corners there are 4 / black square 13 position connectors that can get some corrosion lowering the current
the small bulbs that are a glass envelope that has contacting wire ears can be bent out to make better contact
Incorrect bulbs even though they will light up can also draw too low a current to get your bulb out light
In 95 or 96 after a certain VIN # there is only one external light module in the trunk
Your headlights are the same but located separate current sensors,as the sensors are not in the external light module

Welcome to the Jaguar Forums! It's great to have you with us.
Have you checked your license plate lamps, reverse lamps, and all side marker lamps? Those are easy to miss.
As routine maintenance, it is worthwhile to remove all the tail lamp bulbs, clean the bulb bases, and clean the sockets and center terminals and re-tension the center terminals. As Parker mentioned, added resistance due ot corrosion can cause the lamp module to determine that a bulb filament is open.

You can manually drive the trim motors with a 9 volt battery in both directions and you van hear them respond ( this proves the motors work but not the follow up motor position sensors )

Does the A/C blow cool air ?
Never any truly heated air ?
Does the turning of the blue to red control wheel on the center vent change anything ?
A common item is the cabin temp sensor that gets lent in it and can be cleaned but don't use a spray solvent
this sensor is below the steering column with the 1 inch square vent on the kicker panel
