Can anyone verify the torque value for the bolts for the shock install, top and bottom?

Alternate method of removing lower shock bolt
That lower bolt will trip you up - big time.

After trying to knock out with sledge / air hammer / electric hammer / torch, also using WD-40 / Kroil / PB Blaster, and MUCH time, this bolt just would not budge.
It was rusted in place to the inner part of the bush
Sawzall made quick work of shock tab, then a handheld hacksaw blade cut into the outer shell of bush, then tapped out with drift.
The new bush must be tapped into place or with a bolt and washer arrangement as mentioned in other posts -- only can be pressed in from back to front of axle.
