Default O2 sensors part of 60,000 mi service?

Should the O2 sensors be automatically replaced at 60,000 mi service? My car is "surging" when at idle. It is due for 60,000 mi service and was told that they should be replaced at this milage service. Any thoughts?

Update:
I just had it smogged (CA) and O2 readings were better than average. My brother who is a smog technician thinks that my problem is more likely in idle speed control or throttle body plate.

if its not misfiring then idle stepper motors fail alot.. and throttle bodys get sticky as well. the stepper motor can be pricey.. but its a GM stepper motor.. GM sells them
