Would start checking for power first. The system is powered by a small vacuum pump and is self contained. If you rule out a power/electronics issue, I’d move testing the vacuum portion. The pump is near the left front headlamp and is also shared with similar Land Rover vehicles and early 90s Audis too I believe. Check the brake switch as well.

The cruise control speed input is the left rear wheel speed sensor that passes through the brake control module as a sensitive signal different then the mentioned power circuits desoldering , on its way to the cruise control electronic module
Your anti lock light come in 2 forms , inop and actively in use modulating out of a bad condition
Easy try would be to clean the brake module connector
The cruise control independent vacuum pump can be tested and lubed down the inside if frozen stuck
There is a vacuum modulator that varies the vacuum kinda like a EH valve on a autopilot
