Oh sure! It's no secret! In fact, on the older-ish model Jags two different VINs were plainly visible on the car: the "born with" VIN and the VIN Jagur assigned to satisfy USA requirements.
What I'm NOT sure of is when/if Jaguar (or anyone else) converted entirely to the USA/North American system regardless of where the car is sold. At least as recently as the mid-90s (X300 cars) a UK/ROW VIN will not compute if entered into a USA programmed VIN decoder.
This comes up often on grey market imports to the USA. They have a 17 digit VIN that looks normal at first blush but just aren't recognizable. The digit positions are used for different purposes.
