03 XJ8 couple of questions

Okay I have a couple more questions and I am sure someone can answer me:
First when I turn on my heat/A-C unit via the fan button I hear what sounds like a pump running is this normal?
Second It almost feels like I am not getting hardly any heat from my system with auto turned on, so I have tried turning auto off, and it will get warm, but not really get hot (since I currently still do not have my heated seat working heat is a must), is this normal for the system not to get real hot?
Last night it was real cold here in Cincinnati (okay not way below zero cold, but it was still cold when heat wasn't working well), anyways the temp never reach the middle of the gauge like normal it was one notch below the complete drive.
With the above issues if it were a Land Rover I would say I was low on antifreeze or I had an air bubble in the system.

I believe the noise you're hearing is the blend door actuator motor. Not sure if this could be the cause of your heater problems, but it might be worth searching the inet for posts regarding failing blend door actuators.
My heating works fine most of the time but intermittantly turns cooler then comes back hot again. It may be some kind of temperature sensor issue but since the heat always comes back in short order, I've been living with it for the past couple of years.
