As for tires I would go with Continental ContiExtremeContact.
I have not tried these tires on a Jag, but have had them on my Volvo S80 T6 - and they were a definite upgrade from the original tires.
They look like they should be noisy, but are not. While being Ultra High Performance they are also All-season, and they have great wear as well.
Price is also right at under $90 a tire. (checked online stores)
I will definitely go for these on my next tire replacement for my XJ8.

I am looking at those as well. My XJ-Sport currently has Michelin Pilot Sport tires which are not all season. They offer wonderful turn in, are very quiet and seem to wearing very well. However they have enough grip that they tend to catch the crown and truck ruts which can become annoying on poor condition roads. I think something a little less extreme would be good, those Conti's look like just the ticket. Plus they are priced well for what you get.

I currently have the Continental ContiExtremeContactin a 255/40/18 and have been more than impressed with them. When I had my ROUSH Edition Mustang, I had Goodyear, Kumho, and BFG and the Continental's surpass them in terms of quality and price and treadwear. I also had a Pirelli set on the XJR, way too expensive and wore out quickly.

As far as shocks go the KYB's I have on my XJR ride pretty decent. I assume your car has standard shocks, not CATS so the KYB's will be just fine. Fronts were like $80 a piece while the rears were almost $130 each. Not cheap. As far as tires go I have Bridgestones
