Default 2001 XJR Won't pass CA emissions - any ideas?

Failed Hydrocarbons.
I think I have read everything on the forum relative to emissions, so thanks to you guys I am now more educated than when I started. The CEL is not on and has not been on prior to testing. After failing I connected the scanner and the only code I came up with was P1111. No problem there.

I am suspecting that air/fuel is not correct because my mileage is not very good. (12-13mpg around town).
The exhaust seems to smell fuel rich to me as well, so I am thinking: over-fueling? O2 sensors on their way out? injectors? With no codes, I am at a loss.

I have not changed the plugs, cleaned the MAF, or looked at the injectors yet.
CATS are both a year new (Nameless Hi Flow CATS) The car starts, idles, and runs fine so I am scratching my head here.

You Jag knowledgeable guys - whats next?

Thanks in advance....

Try the usual stuff:

Clean the MAF, change the air filter, run a bottle of Gumout's best to a tank of gas, new plugs, clean the throttle plate and bore, tighten all fitting up stream from the throttle, clean the MAF connector and try again. Is the SC belt tight. It has been 40 years since I had emissions tested in the Democratic Republic of California, is it expensive test, any limit to number of tries , etc?

Are Nameless hiFlows known to always pass?

O2 sensors. Swap out the upstream (2) and you should be good to go.

Also, make sure she is up to temp and you have driven at least 20 miles under "enhanced acceleration" READ: like you stole it. The cats need to be HOT HOT HOT to properly function.

I thought it was the Socialist Republic of California! It is usually around $60 a throw, and I think you can retest up to 4 times (paying more money of course). Thanks - I will get busy and try everything before I go back.

Wouldn't bad O2sensors give me a CEL?
Thanks..

I think so, but you might double check, have the auto parts store read your OBD II to assure your reader is accurate. Change Sensors if you fail the next test; leaves you a final down - take it to the dealer!

Other issue: maybe double barrel like North Korea - The Democratic People's Republic of California.

Bad- yes, weak not necessarily. I think their usable life is like 60K miles- every time I have not passed and had poor gas mileage O2 sensors did the trick- and they probably need replacing anyway....

Since the mileage is bad, log LTFT. LTFT is influenced by the view of the mixture as reported through the O2 sensors. If the LTFT is high, change sensors.

MANY test stations in Inland Empire that work on "pass or don't pay" principle. You pay once (40-50), you don't pass, and they WILL test for free until you pass. No need to pay more.

Change the O2 sensors, (plus air filter, cleaning MAF,......everything others suggested) and if you still don't pass, drop me a PM,......I can help.

I had a similar problem with my XJR earlier this year (MOT emissions as in the UK). It turned out to be a failed upper O2 sensor on the left hand side of the car. It never gave an error code at all but was identified throught the fuel trim levels. Try having a look at the fuel trim levels and see what they say.
