2002 XJ8 - Base - Constant Squeal

Hello! This is my first post. I have used this forum many times and greatly appreciate all the info here.
I have not been able to diagnose a squeal coming from the engine compartment, I believe, researching here, the internet and my workshop manual. It only squeals above 15 or so mph and I haven't been able to reproduce it while the car is at idle. I thought it may be the pads and rotors so I changed them out and the squeal remains. I have changed the serpentine belt as well and no change. I have asked friends and family and they mentioned it possibly being air moving through something creating a whistle but it's definitely a squeal as defined in the workshop manual.
As posted, my Jag is a 2002 XJ8 Vanden Plas. I have 43,000 miles. I took it into the dealer about 4 months ago and they did an inspection and didn't find anything about it. I didn't notice it at that time.
Any advise on this would be greatly appreciated! Thanks!

I would remove the serpentine belt and see/ hear if it still makes the noise
If it stops, its an idler pulley bearing, water pump, etc, driven by the belt, if it continues, you have ruled out few things and can look further.
But first pour some water on the belt and see what happens, if it goes silent it is a polished belt or pulley.
