Default 99 VDP Electrical Issues

Ok guys I have a weird issue going right now. My running, marker lights, and front fog lights are not working in either Auto mode nor manual. I did notice that when I turn my left blinker on they will all turn on. Where is my fault in this case? Also could this have any affect on my windshield wipers not functioning properly?

Windshield wiper issue: Just started recently after doing a hard reset. When I turn the wiper switch on the arm moves about a half an inch to and inch then stops. After a while it will slowly move to about quarter windshield then stop for good. Any advise on this? I checked the grounds in the front left by the start/stop Fast/slow relays and I also switched the relays to see if one was bad, still nothing. Any other suggestions?

I would take the cover of the steering column and look for broken wires or bad connections. They all share common grounds and harnesses.
Lift the blade off the windshield, turn the wiper on and start wiggling wires and checking grounds. Good luck!

Update: I took the covers off the column and looked for missing/broker wires. What I noticed is that once I removed the covers turning the blinker on did not turn the other lights on. As soon as I returned the covers turning the left blinker on turned the marker lights, tail lights, and interior dash panel lights on. If i press a little harder down on the blinker switch they turn off. Only when the switch is fully engaged does it turn the lights on, not when slightly pressing for a quick lane change. Could this be a issue with the switch pack completely? for bothe the wiper and running lights? the left blinker has not impacted on the wiper, still not working. Is there a ground I missed under the dash for the switches?
