99 XJ Headrest won't move

Sounds like something came apart. (or was forced at one time)
Can you hear the little motor in the seat back when you hit the switch?
Also, it's pretty easy to get at the mechanicals by taking the seat back off. IIRC, it's only held in place with christmas tree pins.
If you find you need a piece in there that you need, let me know. I parted out a 2000 XJ8 and kept all of the little bits from the seats.

Headrest motor access PDF
Hi and Welcome to the forum
Here are the 2 PDF files that show how to get access to the Head Restraint motor and how to remove/reinstall it (if needed).
You will probably not be to able to view these PDF files.
New forum members cannot view them until they at least 10 posts on the forum.
Try not logging as a forum member and you might be able to be on the forum as a guest.
Guests can view attachments.
The forum software also can recognise forum members by using cookies.
Also try using another internet brower other than your default brower (example Firefox instead on Internet Explorer) and do not login, then you should on the forum as a guest. Or if you have another PC you access the forum and not login.
