99 xj8, after key reprogram engine turns but not start

I just bought a second key for my car online and had a locksmith come out and try to reprogram the key, after working with it for a while he figured out he needed to program two at once, all I had was one orginal and the new one, the car started fine before with the orginal key. The lock smith left after working on it for a while and said he needed to get a second key and would come back. Now my orginal key that worked doesn't turn the engine over any more and the new key turns the engine over but the car doesn't start. It doesn't even act like its trying to fire. I should've tried starting it before he left but I thought it was ok, I didn't try starting it for about 5 days after because the wether was bad out so I just left in the garage.
My question is: will a key not programmed properly allow the engine to turn over but not fire, or is there some other problem with car or is it a problem with the key programming, it just seems to much of acoincident to me that the last time someone worked on it now the car won't start.

After chging plugs and putting oil in each cylinder I finally got it started, any who cares, I had spark and fuel, must of been flooded, I just kept messing with it, now istarts like a charm every time, note to self , never start and stop the car while its cold, LET IT WARM UP!
