JLR were also planning to open a restoration plant in Charleston this past summer. I think they were concerned about import restrictions on what might be claimed as a 25 year old vehicle that had been totally rebuilt.

I stand corrected on the location.
In Aug 2018 the Gov. of GA, and the press were all abuzz with the proposal from JLR. High paying job creation etc. So what happened?
At that time I also read that the USA restoration plant was a way of avoiding import restrictions on rebuilt vehicles that still had original chassis numbers but had clearly been rebuilt with remanufactured parts. Maybe a bit of overreaction, don’t know.

XJR-100. The entire concept was poorly vetted and evidently done without any input from JLR NA. They sucked in the GA executive and GA did what they were asked., only to be embarrassed soon with cancellation of the project. Savannah was a good choice only for its beauty and a close port. The vol. they would have had did not require being near a port. The BMW plant in Greer SC is over 100 miles from the port in Charleston but daily trains deliver 100s of cars to and from the port. How many veh. could a restoration facility expect to turn over in a week? A month? A year? So pick a location with much less costly ground and a labor force with great transportation. In the US trucks are king--not ships or trains.. Plenty of general auto mechanics that could be trained etc. There were many mistakes made but what I have been told is a lot of effort would have been toward of electrification of Land Rovers and Jaguars. There were issues with the Feds on that. Lastly most folks have not seen a JLR restoration. While the work is very high quality and finish it is not careful toward fine detail. There are several companies and smaller restoration shops in the NA that do higher and more accurate detail restorations. In fact one of these shops was approached to team with but ego from JLR killed that deal. Here is an example of what the issue is toward detail that would have faced the restorations here. A tool kit was just released for the E type--great effort and the price is right. However that tool kit is only accurate for early E-Types--note the 90 deg. allen key--that was only used for the early cars with non self adjusting parking brakes. That plus the tools have been engraved or laser etched with the Jaguar logo and highlighted. Enough on that.
Simply put the facility in Savannah would have been a huge $$$ suck and the market for the outlay was just not there. Why they did not do a proper study and speak to people that could have helped them is just a mystery.
