Which year are we talking about as there are 2 fuses for the left and the right cabin blowers .
See page 114 and 94 for a Year 2000:

Left fan : # 11 / 20 amp LH heelboard fuse box .
Right fan : # 11 / 20 amp RH heelboard fuse box .
Notice the relays after the fuses . Relay locations in the RH heelboard location on page 36 . Remove both relays and try using one in each position and listen for one fan to run . If you get no fans at all with the one relay in your hand then that one relay in hand is bad . Then try the second relay in your hand .
