Am I losing my mind? Start car, windshield wiper turns on

Hello Gentlemen:
Many times, when I start my 01 VDP, the windshield wiper turns on and I need to move the stalk to turn it off.
Unless I turn it on somehow physically by moving the stalk after I turn the car off when I last drive it--I don't see possibly how this could occur.
Am I losing my mind? (Wait, don't answer that.)

There's a couple of things, the sensor behind the rear view mirror, is it fixed properly to the windshield. Also the stalk wiring, I've seen weird things with the wipers because age and use has split a wire at the switchpack, means replacing the stalk/wiring/connector. Finally the wiring on the motor - guys have peeled the clear sealant and checked the wiring out underneath to fix due to water ingress.
