If they run with aircon that'd suggest the relays work to trigger them. I'd be looking at the temp sensor & that side of things, I don't know the details of the circuits though.
I'd start off putting a code reader on & checking engine temp on the live data to see if the ECU knows the engine is getting hot.

fans really only work at low speed/stopped. At higher speeds the movement of the car will be forcing air through the radiator.
Sounds like your car is working as designed and in my experience, running at 200 degrees is pretty much normal and not too hot for a modern engine.

Keep this in mind, the high speed fans can also be from the A/C system. It’s also possible that when you stated that the high speed fans used to come on, it could have been overcharged with refrigerant and maybe it leaked out little by little over time and the pressures came down also? 🤷♂️

a lot of unknow factors here.
not sure where your exact location and local climate are and how you really drive your X308 like if you track your car? under normal condition. overheating is not very common (reported)
X308 has the aux fans already. if you really need extra cooling. first thing you want to do is upgrading your intercooler ( I got mine from PowerHouse UK) and high flow pump (Bosch)
if going further-this SC rebuilder has option cooling kit https://stiegemeier.com/services/venom-coolers/
otherwise going back to basics that you want to make sure your Jag's cooling system is currently in good working condition. our X308, everything breaks . you know that

Why would you want install another fan what's the highest temperature you see when ac on ?
The fan hit fast speed around 210f I believe check the temperature it should not go beyond 220f in a hot day on stop light
you can improve the cooling system check the coolant if its clean or not use prestone Orange color don't mix coolants it will make gel , use lower temperature thermostat 160f check the radiator core if it's clean or not the pressure switch might also cause some problems with the cooling fans but still we need to know what's the highest temperature the car reach

ating properly now, or before the change was noticed. There has been several here
who have offered great advice, and I believe your best course of action is to fix the
stock fans and or supporting electronics long before adding a third party. part. In
the case of the Duchess, it was a faulty relay behind the headlights. I replaced that
and all was well.
