Been sitting, now wont start.

I have a 1999 Jaguar XJR with 36,001 miles. Car has been a body reapir project for a while, havent driven it more than 2 miles since it was bought. it does sit for periods at a time, and had been getting started about every two weeks. this time it wouldnt start. I drained the fuel, put in a new fuel filter, new fuel, new battery, and new plugs. The only thing I can think of is maybe the alarm system is keeping it from starting? It cranks over, but just refuses to start. I did pump the gas out through the fuel inlet with a hand pump type hose set up and am thinking perhaps I bumped or broke the in tank fuel pump. I checked the new fuel filter to ensure it was not clogged and was installed correctly in the line direction of flow. Before I take the tank out and replace the sock, check the pump electrics with my voltmeter and go that route, is there anything else I should check? I appreciate any help with this.

Very common for a XK/XJ to lose a fuel pump after sitting over the winter. The R's have two pumps and one may fail and much later the other stumble.
Fuel system has very few codes associated with its operation. Best diagnostic is to measure fuel pressure at the Schrader valve on the fuel rail. That should be in the 40psi range and with less than about 30 it is not going to start.

I have done at least 30 of these fuel pumps but take a step back.
Simple check? Pressure at the shrader valve on the fuel rail? Do you suddenly have gas in your face? Yes. Ok fuel pump is fine.
There is a security function on the car called an immobilizer. You need a dealer level scan tool to turn it of.
Other test? Turn the key on and put your ear next to the throttle body motor, no humming? You have a bad main relay.
There is 200 reasons to run through for this model not starting, any of these tests will narrow it.
