Bump stop bracket

Default Bump stop bracket
Replacing the bump stops on my '02 XJR. These plates are behind the bump stops and were semi-stuck to the arches when I took the stops off. Are they supposed to be bonded with a contact adhesive or something? What's their purpose, just to spread the load?
