That's a standard OBDII connector that pretty much anything will hook to these days. I'd be concerned about what looks to be some pretty decent corrosion on the end. Personally I use a bluetooth OBDII adapter and the Torque app on my smartphone, but it's a standard plug after the mid-90s? earlier? Almost any scanner should work, especially new ones.

My vote is with the TORQUE Android app. The simple reason is that it is a full function system and cost less than $20, about $7 minimum, to implement and has a lot of features that readers costing hundreds do not have.
I have fond hopes that the app's capabilities will be expanded with upgrades costing only a buck or two.
