Your post would have better responses if it were under the current models in the XJ (X351) forum. But I did both my rear rotors and pads for about $130 for parts and I did the job myself (for my 1999 xj), so no labor costs. You can also look for a jaguar specialist in your area.
Also, take a look and inspect your brakes, if your rotors are smooth and there's enough depth to them (measured best with a vernier caliper), then they should be good. Then, check your pads. There's usually pad indicators that screech to indicate low brake pad depth. Check for excessive brake dust. Overall, if it feels like your car can brake well, then it should be good. But, at the same time, your brakes can determine whether you can stop in time or not, so heed to any warnings of bad brakes.
But, to answer your question, yes around $2k for parts and labor for all four rotors and pads seems correct from the dealer.
