Condenser Fan Non-Operative?

I've noticed only the bottom left fan works, typically at full speed whereas the top right one doesn't work at all. Be it AC off or on, I haven't seen it work in a minute. It's probably what's causing the high pressure in the low AC pressure line? I've checked the fuses I'm the Engine Bay, both #12 and #14, they aren't blown. Other than that, I haven't done more than that yet. I'm going to be jacking the front of the car up come this Monday, anything I should be looking for?

If one of the fans is dead, the other (good) fan will also not run in the low speed mode but only at high speed. Can you turn the "dead" fan by hand? If yes, bench test it and, If it runs with power connected directly to it, the problem could be in the wiring to this fan or in its connector. If the fan, its wiring and its connector are good, the problem could be in the triple relay module that controls the fans.
